Decentralisation
In the beginning of 2000 the decentralisation policy became a point of focus. Water supply was diverted from the central to the regional levels. The NL in the funding, as many donors, made transferring responsibilities from central to district and local level a policy and progress indicator. The results varied per sector and even within the sector. For the urban water sector, the results were to some extend encouraging, while for the rural water sector the decentralisation became a slow process with great objections from the Yemeni rural water authority. This begs the question of whether the concept was a national or donor-driven concept. This discussion is still ongoing and worthwhile to remain as a discussion point.
