1995 National Water Resources Authority (NWRA)

'Since the seventies, Yemen started to develop a water crisis characterised by very rapid mining of the groundwater resources.

The main causes of the water crisis were: a rising demand as population and market-led agriculture developed; groundwater exploitation getting out of hand; Government policy that has promoted expansion rather than efficient use and sustainability management (World Bank 1996).

National Water Resources Authority (NWRA)

With the assistance of The Netherlands, the National Water Resources Authority (NWRA) was established in 1995 (Presidential Decree No. 154 of 1995) NWRA designed a water policy framework to cope with the situation. The central theme being that NWRA, as a public body, had an important strategic role in managing the water resources of the country. NWRA developed a process through an instrument that identified concerns and actions with end-users.
