A game changing clause

A game changing moment came in 2007: In order to measure long-term sustainability and viability of their funded programmes and projects, DGIS developed the tripartite sustainability clause, check and compact. Or in the words of Lockwood et al (2013) ‘’…a monitoring instrument, specifically aimed at determining whether Dutch funded infrastructure is functional and being used properly’’.

The sustainability clause, check and compact stipulated that recipients of finance for WASH programmes and projects, commit to long-term service delivery: at an agreed level over an agreed time-frame (at least 10 years).
